WAR to end all wars had been especially devastating to England and the countries of continental Europe. Additionally, the overthrow of the Romanov tsars by the Russian Revolution had created great upheaval in Russia and brought immense suffering. Governments were in economic chaos, unemployment was rampant and people in many places were literally starving to death.

The stability of the old social and political orders that had embraced royal houses and crowned heads of state were crumbling. The victorious warring powers sought severe penalties and unreasonable reparations from the vanquished Germans through the Treaty of Versailles.

FRANCSCAN: As part of the celebration of this Franciscan Centenary, the Conference of the Franciscan Family asked Pope Francis for the approval of this plenary indulgence.

The conference wrote: “In order to promote the spiritual renewal of the faithful and increase the life of grace, we ask that the faithful receive a plenary indulgence under the usual conditions from 8 December 2023, the solemnity of Immaculate Conception of the Blessed Virgin Mary, to 2 February 2024, feast of the Presentation in the Temple of Our Lord Jesus Christ, by visiting the churches run by Franciscan families throughout the world and stopping in prayer in front of the Nativity scenes set up there.”

Climate finance

Developing countries were promised, at the Copenhagen Cop in 2009, that they would receive at least $100bn (£90bn) a year in climate finance from 2020, from public and private sector sources, to help them cut greenhouse gas emissions and cope with the effects of extreme weather. That promise was not met: at Cop26, it was found that about $80bn was provided in 2019.

However, new preliminary data from the OECD appears to show the promise was likely to have been met last year, and will almost certainly be met this year. Some developing country activists are unhappy with these estimates, but many poorer developing countries are also unhappy that much of current climate finance flows to middle-income countries, and the poorest receive what share they get mostly in the form of loans that can push them deeper into debt.

These issues will be a flashpoint at Cop28, along with the separate but related question of loss and damage.
